Subject Expert, Royalty Policy Committee
Paul Blair is a “subject expert” representing the “public interest” on the Planning, Analysis and Competitiveness subcommittee of the Department of Interior’s Royalty Policy Committee (RPC). The RPC advises Secretary Zinke “on policy and strategies to improve management of the multi-billion dollar, federal and American Indian mineral revenue program.” As a subject expert, Blair “will not be able to vote on matters before the full committee.”
Paul Blair is a political operative who has worked for various Republican campaigns and conservative organizations. Blair began his political career as the Virginia Field Director for the Koch-backed Americans for Prosperity, a position he held from January 2008 to May 2009. He then worked on two Virginia Delegate races and interned at the National Republican Congressional Committee and the Club for Growth before starting to work as a new media associate at Grover Norquist’s Americans for Tax Reform (ATR). Blair has held a number of roles at ATR, and is currently the “Director of Strategic Initiatives,” where, according to his LinkedIn, he “handle[s] and oversee[s] a broad portfolio of state, local, and federal policy issues and projects for ATR, including free market energy reform, tobacco harm reduction, criminal justice reform, and pro-taxpayer state preemption efforts.”
